Please describe the problem:
I'm using a french version of Dia, and when you use 'é', 'è', 'ç', 'à', 'ù' 
or '€' in folder name, you can't launch Dia by double clicking on Dia's files

Steps to reproduce:
1. create a folder with 'é', 'è', 'ç', 'à', 'ù' or '€' in name
2. put a dia's file in ifolder
3. Double click on it


Actual results:
Dia doesn't want to launch

Expected results:

This is a known issue. To fix it some newer version of GLib would be required and some wor. Paches accepted.

to remove "0.95-pre7" I need to shuffle even closed bug to a different version ...
