This patch is based on the new guidelines (http://live.gnome.org/GnomeGoals/PoLinguas).
It adds po/LINGUAS file and intltool support.

Waiting to see what gtk+ does before applying; since gail is intimately associated with gtk+ we should track their handling of this.

Now that gail is integrated into gtk+, this patch is obsolete.
