It's not currently possible to easily create a folder within an expanded child in list view.

I would suggest the following behaviours:

1. "New Folder" when an expanded folder is selected creates the new folder within this folder.
2. "New Folder" when an item within an expanded folder is selected (including an unexpanded folder) creates the new folder within this folder.
