Please describe the problem:
Remote charset option has no effect on the display of the remote charset.

Steps to reproduce:
1. Set the "remote charset" option either to "sjis" or "Shift-JIS". 
2. Connect to a server that uses Shift-JIS.



Actual results:
Garbled file names.

Expected results:
No garbled file names.

Does this happen every time?
Yes

Other information:
This is a regression from 2.0.17.
With 2.0.17, characters were not converted between the local and remote charset
(there's a bug for that - it's been "unconfirmed" for ages...), but at least it
was possible to *view* them.
