Rhythmbox should allow people to import and export podcasts threw opml.

This really has nothing to do with the 'importing' component, which is for importing files into the local library.

Can you provide any more detail about OPML, how the UI for this would work, existing implementations in other software?

OPML is the filetype used to export and import lists of podcasts and rss feeds. OPML is based on XML. For example someone has iTunes and they want to use iPodder (a podcast receiver), they export in iTunes a list of podcast which will be save in an OPML file (ends in .opml). Then they import the OPML file in iPodder. Now they have all their podcast subscriptions on iPodder.

To implement importing threw OPML. There should be a menu entry to import OPML should be under Import Folder in the Music Menu. In the menu it should be Import Podcast Subscriptions. When a person clicks on Import Podcast Subcriptions, they should get a dialog box to choose a file.

To implement exporting threw OPML. There should be a menu entry to export OPML in the Music Menu next to the Import Podcast Subscriptions. The menu entry should be labeled Export Podcast Subscriptions. When a person clicks on Export Podcast Subscription, they should get a dialog box to choose a place to save the new OPML file.

An alternative UI implemenation would be to put the Import Podcast Subscriptions and Export Podcast Subscriptions together as one menu entry. This entry could be called Import/Export Podcast Subscriptions. This could be a submenu or a dialog box having Import Podcast Subscriptions and Export Podcast Subscriptions options (not Preferences). After the option is selected the user still has to go the choose a file (Import Podcast Subscriptions) or choose a place to save (Export Podcast Subscriptions) dialog boxes.

The OPML specification at opml.org doesn't appear to describe how to use it to describe podcasts.  Can you provide any information on this?  Can you provide some example files?

OPML files are used export and import Podcast subscriptions in iTunes. The Apple iTunes Podcast Tips page state about importing and exporting Podcast subscriptions on http://www.apple.com/itunes/podcasts/tips.html under the header, "Sharing Podcasts", and in the sub header "Share your whole playlist".

Sorry, iPodder (the podcast receiving application, not the web podcast directory) change their name to Juice. Juice also imports and exports Podcast subscription. In their user guide they talk about it in Chapter 5. http://juicereceiver.sourceforge.net/docs/JuiceUserGuide.pdf
