The tab order in the contact field editor appears to be: City, Address (which
you can't tab out of)... Zip/Postal Code, State/Province, PO Box, Country

It should be: Address, PO Box, City, Zip/Postal Code, State/Provice, Country.

If Bug 337883 is addressed first, then the order should be: Address, PO Box,
City, State/Province, Zip/Postal Code, Country
