When creating a new mail folder (in my case, after clicking the Move
main menu item, then New), the folder is created under whatever folder
is currently selected in the folder window that appears--I think this
is the last folder where I moved some other mail item.
What I am asking is that there should be a user preference item that
would let me set a default parent where new folders would be placed,
i.e. the folder highlighted in blue when I click Move->New.  This is
where the new folder would go if the highlighting was not explicitly
moved somewhere else.
   The reason for this request is that I often forget to move the
highlight to my top-level mail folder for the current year.  The
new folder then becomes a subfolder of some other sender's mail, which
is never what I (or anybody else?) would want.
