The button bar that appears in full screen mode should be moved to the top. This make the fullscreen mode consistent with the toolbar behaviour of Epiphany and Evince. As an added bonus, the "Leave fullscreen" button can be embedded in the toolbar (try Epiphany to see how it looks).

But epiphany has its toolbar at the top, not at the bottom. So the analogy doesn't work. See the duplicate bug for more details.
