Please describe the problem:
A panel with autohide, full of launchers is useful, and the user wants to be
able to drag files to launchers to open the files.


Steps to reproduce:
1. Create a panel and add some application launchers to it
2. Make the panel autohide, and use gconf-editor to lower the unhide delay to
make it useful
3. Drag a file from the desktop towards the edge where the panel is hidden


Actual results:
The panel does not unhide, so you can't drop on any launchers.

Expected results:
The panel would unhide

Does this happen every time?
Yes

Other information:
There is a strange workaround, but I'm thankful of it: Separators. If you drag
to a separator, the panel unhides. So I sprinkle my panel with separators, and
drag by those to unhide the panel.

I just discovered something funny.

This is only valid if you use the "background color" or "background image" options. If I set my panel to use the system standard theme, it unhides if you drag to it, as it should!

That explains the separators oddity... or does it?

I can't reproduce with version 2.14.3.  The panel unhides even with a background image, but it may take a bit longer.
