Please describe the problem:
When attempting to install the latest CVS version of Pan, it errors out ending
with the following output:

# make install
Making install in po
make[1]: Entering directory `/usr/src/pan/po'
make[1]: install_sh@: Command not found
make[1]: *** [install-data-yes] Error 127
make[1]: Leaving directory `/usr/src/pan/po'
make: *** [install-recursive] Error 1

Steps to reproduce:
1. Download Pan from CVS
2. cd pan; ./autogen.sh; make; make install


Actual results:
The above output

Expected results:
Pan installs

Does this happen every time?
Yes
