There should be an option to enable "mouse focus" when dragging an icon. This is
especially important since dragging an icon over the window list in the panel is
broken in several cases (additional bug to be filed).

Other information:
This seems to be an essential tool for those using spatial nautilus. From my own
experience this kind of inconvenience is one of the most likely to drive me to
the CLI for basic file management operations.
