Please describe the problem:
I suppose this is related to this ChangeLog entry:

* It's now clear what page the toolbar page number applies to

When I'm reading a document and I scroll up to read again something in a
different page, as soon as the windows is fully occupied by the previous page
evince jumpt to the top. This is confusing and require the user to scroll down
again to find what he was going to read.

Steps to reproduce:
1. open a document
2. scroll to the second page
3. scroll up, evince jump to the top of first page
