NoDisplay is set to true in the evince.desktop file preventing evince from appearing in the Applications->Graphics menu. 

Question:

   Is this a "feature" or a bug?

Ah... A feature, rather than bug.

For what it's worth,  I actually tried using the "Complicated Search Formm" to search for the word "desktop" within evince before filing a bug report. I guess using the form must be "complicated" since the search did not find bug #312399.
