Invalid Encoding when extracting ISO8859-1 or Windows1252 encoded files into UTF-8 file system.

Need to be able to extract files of alternate encodings into the default file system. Ubuntu 5.10 packaged File Roller as default archive manager, but File Roller can't handle alternate file system encodings.
