Please describe the problem: ftp server that has files with russian file names in cp1251 (windows) encoding, encoding manually set to CP1251 When I download this file by left-clicking on in and choosing download in the dialog that pops up, the file is named correctly, but when I right-click and choose download, the file's name is url-encoded (%AE%F0 and so on). Steps to reproduce: Actual results: Expected results: Does this happen every time? Other information:

At ftp://ftp.rndavia.ru/pub/mobil/mmf/other/ at the bottom are some files with russian names. Encoding is Cyrillic (Windows-1251).
