For certain situations it makes sense to want to keep up with conversations in a particular channel even if they are not directed at you. (For instance: #ubuntu-bugs on Hug Day).

It will be good to have a generic way to track a channel so it will work with all plugins: libnotify, notification, sound notification.

I don't think this is really worthwhile.  I'd like to keep the notifications stuff simple -- if you want to keep track of a channel, look at the window :)
