Please describe the problem:
load a small image eg 16x16 and it's not large enough to ensure good window layout

Steps to reproduce:
eog tinyimage.png


Actual results:
my status bar / widgetry etc. overlaps the actual image being rendered in an
ugly way.

Expected results:
a sane minimum size to the window would prevail ;-)
