Right-click on the Desktop or a folder set to manually-arranged, and choose Create Document -> Empty file.

Expected behaviour: the new file should appear at the point where the user clicked. (The same way that if I drag a file to a manually-arranged folder, the new icon appears at the spot where I ended the drag.)

Actual behavior: the new file is placed elsewhere.
