http://jankojs.tripod.com/SerbianCyr.htm presents the problem (characters are
differents glyphs depending on the locale). The locl feature tag has been
accepted for registration by Microsoft and Adobe. This feature should be turned
on by default, so glyph substitution occurs in the proper locale.

Not sure how valid that page from 2000 is, I've not heard about the 'locl' feature before.  But anyway, it will be handled when we handle LanguageSystem part of the OpenType spec.  Dupping.
