Please describe the problem:
If ekiga is on a laptop and there is no network but ekiga is set to start
automatically it will complain that it cannot listen/bind on SIP and H323 ports.

Steps to reproduce:
1. Stop the network
2. Start Ekiga
3. 


Actual results:
2 error messages pops up about SIP and H323 not functionning correctly

Expected results:
Nothing, Ekiga should pull the network availability and bind when network
appears and unbind when network disapears, generating no error messages. May be
a tooltip should appear where is ekiga info in the panel to tell it is
registering or unregistering to accounts.

It really looks like a similar issue as the dialup of the other bug report. Same remark applies.
