Yes, this is very similar to bug #106740. Nonetheless, as of 2.12.x, I still can't Alt+Drag really tall windows upwards so as to make their bottoms visible. I know this is a can of worms, which is why I would very much like to see it implemented as a GConf key which is off by default. If, however, I want all the buggy behaviour inherent in not having all the nice heuristics about title bars, I should have that option, by turning on the GConf key. Sticky notes windows can be moved in the manner I desire for normal windows. Why not normal windows as well, if I explicitly choose to enable such behaviour?
Thanks for the bug report. This particular bug has already been reported into our bug tracking system, but please feel free to report any further bugs you find. gconf keys are usually bad.. use 2.13.latest and it will allow this by default *** This bug has been marked as a duplicate of 152898 ***
