Make the button highlighted and clickable after being un-greyed if the mouse is
already on top of it.

Other information:
When you open an app that has the GTK+ framework, like Synaptic Package Manager,
and put your mouse over a toolbar button while the entire window is greyed out,
the button is unclickable when the window un-greys. To click the button, you
have to move the mouse off of the button and back on.

The other report doesn't mention toolbar buttons specifically but otherwise it is the same issue.
