That bug is mentionned on https://launchpad.net/distros/ubuntu/+source/epiphany-browser/+bug/27322:

"though I don't know what the button order should be HIG-wise ('Never for this site' is the right-most button in the password save dialog)."

The rightmost button should be the affirmative one. So if the dialog suggests to remember the password, the rightmost button should be Remember. However the *default* button should probably be Don't Remember as we don't want that security-sensitive information is saved by accident.
