Launch evolution in online, observe 'Permission' option is available.
Disconnected desktop from network.
Restart evolution, right click on folders and observe 'Permission' option is missing

Not a bug, folder permissions is not shown in offline
becuse in offline case, it doesn't have any meaning/use.
as you can not add/modify permissions.
