if gnome-terminal has the foreground, i.e is main window, any programs loaded via the menu or via panel-applet load will remain minimised blinking on the panel but will not display maximed until the panel icon is clicked.
not sure if this is fault of gnome-terminal, panel or other.
all gnome components from cvs head.

It caused by metacity. See bug 326159 comment 6
