When we have too much tabs (when arrows appears), and we still adding tabs, the
interface doesn't react to that additions, so the user can't figure out if the
tabs are being opened until click the arrow to the end of the tab lists.
Epiphany has fixed tabs, which infringes the HIG (Tabbed Notebooks chapter).

I think that epiphany should behave like firefox in that sens, invisible tabs
are not a good aproach, at least, it shouldn't has fixed size and it should
somehow inform the user that more tabs are being opened.
