Please describe the problem:
There is no way to specify maximum size for a task. This is so annoying because
if you have the window list occupy the remaining space of the panel, there is no
way to get the panel's context menu.

Steps to reproduce:
1. Use the window-list applet

This is mainly bug #310809.

Also note that you can set a maximum width for the window list, so this should be enough to get the panel's context menu.
