Some cameras set this info according to a gravity sensor and some do not. It
seems more correct to me to adjust the info in stead of rotating the whole image.

It is useless to update the EXIF unless the program does something with it. Hence the dependency.

I'm consoliding the exif/rotation issues at bug 343867. Please see comment 14
of bug 343867 in particular, where I'm trying to develop an overall solution.
