Please describe the problem:
Saving by using the "Save As" menu item always reports a pre-existing file, and
prompts for replacement, even when no such file exists.

Steps to reproduce:
1. Click the File -> Save As menu item
2. Enter the name of a non-existent file (c:\foo.xcf) and click "Save".

Actual results:
You are prompted, "A file named c:\foo.xcf already exists..." etc. If you choose
to save anyways, the file is saved correctly.

Expected results:
You should not be prompted.

Does this happen every time?
Yes.
