Please describe the problem:
Putting a notification applet on any panel on the second head of a dual-head
display (with Xinerama disabled) prevents the applet from functioning properly.
No windows from either the first or second head seem to see the applet.

Steps to reproduce:
1) Set up dual-head (with Xinerama disabled)
2) Add a notification-area applet to a panel on the second head
3) Start an application that normally puts an icon in the notification area

Actual results:
Nothing

Expected results:
The icon should show up in the notification area.

Does this happen every time?
Yep.

I've noticed this bug on Rawhide as well.
