On a US laptop keyboard the '+' can only be accessed by doing a shift+=. Therefore it's handy that epiphany would also use ctrl+= as a shortcut because ctrl+shift+= is very awkward. 

Other applications already supporting ctrl+=
1. Firefox
2. EOG
3. Evince
4. Gthumb
