When the scroll button is used on the window selector applet, the selected
window should change (scrolling down would select the window button to the right
of the currently seleted window button, for instance).

This is especially helpful for laptops, where the mouse scroll doesn't require
much deviation from the keyboard.  Combined with window grouping, it allows you
to switch between alike processes.
