If screenlocking is enabled the lock dialog should also show up after a
hibernate or a suspend.

Now gnome power manager does that explicitely

This should be fixed in two ways: g-p-m still does it explicitly and detecting hibernation should be fixed.

I'm not sure we want to depend on g-p-m signals directly since g-p-m already depends on g-s.  Not sure a huge deal because they are both run-time deps but still.
