The resistance for dragging a window off screen seems subjectively much too
large to me.

I wonder if it wouldn't be better simply to treat these edges like any other
edge as far as the edge resistance goes.

For the edge resistance, especially if we're hard-coding it and not making it an
option, it needs to be very subtle.  If it's getting in people's way too much
we've really not done our job correctly.  I'd advocate therefore making our
resistance values very small and making the effect very subtle.

Ideally, people wouldn't even realize what was going on; they'd simply find that
they were able to suddenly place windows more accurately and not really
understand quite why.
