Okay, to begin with, a status of NEEDINFO is intended to mean that the GIMP
maintainers (i.e., someone like me) are waiting for information from the bug
reporter, and won't do anything until they get it -- so it isn't a good idea to
set your own bug report to NEEDINFO.

More importantly, the problem you are seeing is dealt with in the FAQ for
Windows GIMP, at http://gimp-win.sourceforge.net/faq.html . Please follow the
advice there. This should fix the error message you are seeing, but you may
then start seeing another, and more meaningful, error message. Please let us
know what happens.

Leaving status as NEEDINFO because now we really *do* need further information
from you before proceeding :-).
