New windows break sloppy focus mode

When the 'Select windows when the mouse moves over them' option is toggled on, new windows still steal focus. They should only steal focus when they land under the mouse pointer. It drives me nuts to have windows pop open on the other side of the screen and steal my keystrokes and then to have to move the mouse outside of the window and then back in to regain focus. A gconf variable for this option would be acceptable if it's deemed that the current behavior is the way it's supposed to be (similar to the 'Raise selected windows after an interval' checkbox). Other information:
This behavior is extremely annoying. We use Zephyr notification of new e-mail, and whenever a zwgc window pops up, it steals the focus. Even though my cursor is still in a gnome-terminal window on the opposite corner of the screen, my typing disappears. Some people have said that this makes the Gnome desktop completely unusable.
