The order of Reply methods in the menu is confusing. The most often used
ReplySender was moved downwards, below ReplyAll and PostReply.

The toolbar still got the *correct* order placing ReplySender primently at the
first place, rather than hiding it. This is a regression.

As this is a regression and a minor (minimal) UI change only, this should go in
into 2.4.2.

I now do have CVS access, so I could do this myself, but I probably won't be
able to today, thus being not in time for 2.4.2.1.

Please commit to HEAD and gnome-2-12 branch.
