Please describe the problem:
Problem of alternative encoding in atchived file names.
Archive manager could not display file names correctly and crashes if
extracting such file.

Steps to reproduce:
1.  Create zip file is Windows with file names in encoding like
Windows-1251 (Russian Windows code page) 
2. Transfer file to linux host with another encoding : UTF-8
3. Try to view content of the archive and extract files



Actual results:
Present version will display strange curves ;) instead of characters
and crashing if trying to extract such file.

Expected results:
There should be an option for selection of "archive code page". 
 There should be an option for "Extract As..." to rename during
extraction,  at least.
