1. Invoke nautilus.
2. Click on any icon displayed in the view pane.
3. Select 'File:Properties', the properties dialog will come up.
4. Bring the keyboard focus to the 'Name' text entry in the 'Basic' tab.

    Press 'Ctrl+PgDn'. The 'Emblems' tab will be brought to the front.
5. Bring the keyboard focus to any of the icons in the 'Emblems' tab and
press 'Ctrl+PgDn', the 'Permissions' tab will not
    be brought to the front. Similarly, when 'Ctrl+PgUp' is pressed, the
'Basic' tab will not be brought to the front.

Expected result:
When 'Ctrl+PgUp/PgDn' is pressed, the previous/next tab should be
brought to the front.
