Please describe the problem:
When both the taskbar and the application bar are placed at the bottom of the
screen, with the application bar (the one with the applications, places and
system menu) placed at the bottom, that placement does not stick. After a
restart of X, both bars are still at the bottom, but the taskbar is below the
applications bar.

Steps to reproduce:
1. Place Taskbar and Application bar at bottom of screen, with Application bar
below taskbar.
2. Restart X


Actual results:
The Taskbar is now placed below the application bar.

Expected results:
The original placement is still there, ie. the applications bar is below the
taskbar.

Does this happen every time?
Yes.
