The icon views in the "backgrounds and emblems" dialog are not keynavigatable, and
you can't apply backgrounds and colors with the keyboard at all (emblems are
accessible from the properties dialog).

'Backgrounds and Emblems' have now been removed from nautilus master, see [1]. Closing this as OBSOLETE.
