Description of Problem: Not changed background of Desktop if path of
draging image include russian names in koi8-r codepage.


Steps to reproduce the problem:
1. locale=KOI8-R
2. In /etc/environment insert export G_FILENAME_ENCODING="@locale" and
export F_BROKEN_FILENAMES=1 After this russian names on filesistem view
property in console after editing in gnome.
3.  Ext3 filesystem with koi8-r codepage
4.  JPG image storing in directory with russian name
5. Open this directory in nautilus
6.  Open gnome-background-properties dialog
7. Drag and drop JPG image from directory to gnome-background-properties
dialog
8. See preview this image in gnome-background-properties dialog, but
desktop background not changed

Actual Results:
desktop background not changed

Expected Results:
desktop background must be changed
