Currently Rhythmbox monitors a directory if a metadata load was done for a file
in that directory. It should monitor all directories that have tracks in them,
rather than just those that have changed.

The patch causes RB to monitor all directories that have tracks in them, and
also fixes a memory leak.

This is obsoleted by the patch on bug 160159. This is a hal-duplicate of the
bug, and I can't think of a better resolution to use - so I'm duping it.
