that's because his system was set to UTC. reading /etc/timezone won't have fixed
that.

mailer doesn't use the calendar's date/time settings, it uses the system's and
rightly so.

How is it set to UTC? A possible setup is to have the computer clock on UTC with
a timezone configuration, what would be wrong by using the tz setting?
