When the list of tags has focus, one should be able to type in it and have the
selection move to any matching tags.  The query box pops up when you begin
typing, but the selection doesn't change.

Fix

This patch mostly fixes this bug.  I say mostly because it doesn't search tags
that aren't expanded.  Searching non-expanded tags looks like it would be
substantially more complicated.
