Please describe the problem:
The blending tools, like Smudge and Blur, tend to favor the darker color on a
boudary between colors, so instead of ending up with an even blend, the dark
color overpowers the lighter.

Steps to reproduce:
1. Open a blank .xcf GIMP image.
2. Fill one half with a light tan color, and the other half with a darker tan.
3. Use the Smudge or Blur tools, with any settings, and smudge back and forth
evenly across the border between the two colors.


Actual results:
You end up with a big dark smear over the light color instead of a gentle gradient

Expected results:
Same thing, a big dark blur

Does this happen every time?
Yup

Other information:
It makes blending a painting really difficult.
