Cannot access scripts folder when emtpy, from Nautilus

If ~/.gnome2/nautilus-scripts is emtpy, all menu items refering to the scripts folder are removed from Nautilus. Thus from Nautilus, it is impossible to open the scripts folder. At a minimum, the "File -> Scripts -> Open Scripts Folder" menu should always be present so users can drag scripts in there, instead of having to use a terminal to copy the files in the directory. The help file does not mention that the menu items disappear if no scripts are present. Other information:
Confirmed with Nautilus 2.14.3 on Ubuntu Dapper.
