Please describe the problem:
The toolbox can't be kept above the other GIMP windows. Even by using the Keep
above hint (this doesn't work either with the docks).

Steps to reproduce:
1. Choose "Keep above" in the Window Manager Hints options
2. Restart GIMP
3. Open an image


Actual results:
The toolbox is hidden by the image window.

Expected results:
The toolbox should stay visible.

Does this happen every time?
