Some actions in the System menu can't be dragged to the Desktop to create launchers.

Examples include "Lock screen", "Logout", "Take Screenshot".
Also "Connect to Server" in the Places menu.

They can all be dragged to the Panel area to create a launcher, but not the Desktop.

The main gnome menus come from the GNOME panel.
