Distribution/Version: Ubuntu Hoary with Backports

I failed miserably in trying to create a category called "Things", in the same
"level" in the hierarchy as "People", "Places" etc, which are categories that
f-spot ships with.

When creating a new category, I seem to have to make a choice of category under
which my new category will be nested, which makes it no different from a "tag",
really, to me as the end-user.

Steps to reproduce:
1. Click "Tags" -> "Create New Category" from the top menu.
2. Observe how the new category can only be nested within one of the 4 existing
categories.

Actually 172073 is talking about top-level tags, not categories.  
The only difference between a top-level tag and category being categories can
have children. This is a dupe of 165035, though.
